City looks to move new housing development forward

As the need for housing not only continues but grows in and around Flandreau, discussions continue about the development of a new residential complex on the south side of town. The area being considered for construction is along Broad Avenue across from the Flandreau Santee Sioux Tribal Headquarters.
City Administrator Cohl Turnquist noted this past week, during the regularly scheduled meeting of the Flandreau City Council, that the local Housing Authority is working to move what is currently only a conceptual project, toward concrete planning stages.
The layout as of now includes four eight-unit apartment complexes along with multiple zero-entry townhome units and lots for sale for single family homes. Turnquist and the local Housing Authority hope to further solidify plans and the design once a developer or developers have committed to the project.
The lot slated for construction is owned by the Flandreau Housing Corporation, a subsidiary of the City. The land, which has stood for decades as a vacant field, is zoned R2 which means that single-family, multi-family, and apartment complexes are all allowed on that lot.
“We have narrowed it down to two options for layouts,” said Turnquist.
“Obviously, we would need to install all of the infrastructure there (roads, water, sewer, electric, storm drain, etc), which will be included in the scope of the project. The group has been taking a holistic approach to the project, attempting to look at all options and scenarios before moving the process forward. We are still fairly early in the process and there is a certain amount of fluidity in the decisions that will be made.”
Also heard at the most recent meeting of the Flandreau City Council:
The results of a rate study done by Missouri River Energy Services on electricity services will be presented at the first meeting in December.
The City was recently recognized by the South Dakota Municipal League for being at the Silver Level for Loss Control/Safety Achievement. The designation is not only a recognition of its level of safety for its workers, but also allows with each step up a reduction in insurance rates for the City. The South Dakota Public Assurance Alliance partners with the SDML Workers Compensation Fund on the awards.
Finance Officer Kneebone shared that the 1st and 2nd quarter sales tax profits were slightly down in 2023 compared to 2022, however 3rd quarter profits were up 5% and the City is in line to bring in what was budgeted for 2023 Sales Tax Revenue.
Council members voted down the opportunity to purchase 13.34 acres of land adjacent to the Flandreau City Park, owned by the Ullom Family Trust. The mayor stated the purchase would give the City possession of the land adjacent to the park and allow for improvements along the shoreline of the Big Sioux along with additional possible recreational and hunting opportunities.
New playground equipment is in the process of being ordered for City Park.
And a Proclamation was read recognizing October 28, 2023, as National First Responders Day. Certificates were presented to the Department Heads from the Flandreau Police Department, Flandreau Santee Sioux Tribal Police, Flandreau Volunteer Firemen, Moody County Sheriff and Deputies, and the 911 and Ambulance Services.
